Community Hire
Community hire is for not-for-profit organisations registered with the ATO including charities and incorporated associations.
The proceeds from the activity (if any) cannot be distributed to individual members/organisers. These groups may attract different fees depending on whether they are based within the City of Port Phillip or not. Evidence of NFP status is required.

Hiring information FAQs
Duty officers
The duty officer is the Council staff representative and the contact on the day of your event.
They act as the emergency warden, provide you with information regarding the venue and ensure the Hall is preserved.
All events require a Council appointed duty officer to be present for all access times including additional set-up and pack-down, with an overlap of 30 minutes per shift for briefing, for the duration of your meeting or event.
The number of duty officers required for your event will be at the sole discretion of Council.
Please be aware that duty officers and security guards are an on charged cost and no profit is made by Council.
Security guards
All events require a minimum of one security guard to be present for the entire access time of the Hall hirer. Additional guards may be required depending on the requirements of your event.
We follow the advice from the Victorian Commission of Gambling and Liquor Regulation with regards to security numbers and alcohol service. The number of additional guards required for the duration of your event will be at the sole discretion of Council.
Security guards will be supplied by Council's preferred supplier and are charged at an hourly rate per guard. Hirers will be responsible for all costs associated with the provision of security.
All security guards are First Aid trained.
The hirer shall have a current Public Liability Insurance policy with a minimum of $20,000,000 cover.
This will indemnify the City of Port Phillip against any liability loss which may arise and any costs, charges or expenses incurred in connection with, but not limited to any:
- damage to the Municipal Hall
- loss or damage to any property or things on or near the Municipal Hall
- death of or injury to a person in or near the Municipal Hall
- breach of any third party's intellectual property rights.
A copy of the Certificate of Currency must be forwarded to Council prior to the hire period.
Council will not be responsible for any loss theft or damage that may:
- occur to the hirers goods or equipment during the hire period
- be suffered by the hirer or any of the persons attending the venue during the hire period as a result of any theft
- occur to any equipment left behind after the hire period.
Accessible toilets
There are accessible toilet facilities located onsite.
Accessible parking and public transport
St Kilda Town Hall has four accessible car park spaces, two on Carlisle Street and two that are off-road in the Brighton Road service lane car park. There is also an underground car park, which is accessible from Carlisle Street. The underground car park is open during business hours and has accessible parking spaces located next to the lift.

Hearing loops
Hearing loops are provided in the St Kilda Town Hall and St Kilda Council Chamber. Please encourage attendees of your event to request access as needed.
All events must conclude by 12.00 am (midnight), with all guests vacated by 12.00 am as outlined in the Conditions of Hire and Use Municipal Town Halls .
Yes, there is a loading bay which has access to the auditorium and direct access to the banquet kitchen, this is accessed via the Brighton Road carpark.
Please note deliveries can only be received during your hire period.
There is no dedicated parking for St Kilda Town Hall customers. There is residential parking surrounding the town hall, all parking restriction signs must always be adhered to.
We do however offer five designated spots that can be issued at your discretion.
Access to the auditorium is only within the designated access times. All deliveries to site must be within this time.
The following is strictly prohibited, without exemption:
- No smoking on any Council property. This includes inside the municipal hall and the surrounding outside areas.
- Tape, Stickers or like materials are not to be placed on the walls, floors, fixtures or furniture.
- No balloons or other floating devices (Council joined the Zoo’s Victoria pledge to avoid balloons within our venues).
- No smoke/Haze/Fog machines.
- No confetti.
- Flammable items including candles, any open flames and incense of any kind.
- No fireworks, pyrotechnic devices and any like devices.
- Gas cylinders - Portable ovens, stoves, spits or any other portable cooking equipment are not permitted without written approval by Council.
